An index to rank and compare all the states of India (w/ each other) based on their migrant integration policies.
The comparison exercise allows for the evaluation and comparison of what state governments are doing to promote the integration of migrants in the major migrant receiving states of India.
The exercise will also be extended to compare the India’s integration policies for immigrants with other countries.
Some of the questions that will be addressed include:
- Which Indian states have the most migrant friendly policy regimes?
- How does India’s migration related policies compare with the rest of the world?
- What are the benchmarks for integration policies of internal migrants in India?
Inter- state and international migration is a key income generating strategy for low income households in India. But despite the importance of migration for a large majority of Indians, migrants continue to face significant barriers in their destination states.
The impact of state borders is significant and large on migration levels within India.
Thus, there is an urgent need to understand the prevailing migration policy environment in an accessible and engaging manner. An indexing exercise can achieve this while also providing a policy benchmark for governments to strive for.
Using a variation of the Migrant Integration Policy Index (MIPEX) created by the Barcelona Centre for International Affairs (CIDOB) and the Migration Policy Group (MPG), we measures state level policies to integrate migrants using a large basket of indicators.
The policy indicators have been selected to create an accurate representation of the ease and opportunities for internal migrants to participate in their destination societies.
